By-law of the SIC ICWC branches in the Aral Sea basin states

I. General provisions

1.1. According to the By-law on SIC ICWC (hereinafter SIC), national SIC branches (hereinafter Branches) are established in Kazakhstan, Turkmenistan, Kyrgyzstan and Tajikistan. The main goal of Branches is to link national programs and strategies for water resources management with regional strategy and programs, and organize information exchange between national and regional ICWC bodies.



II. Activity organization

2.1. Branches organize their activities in accordance with set tasks attracting specialists from Ministries, BWOs and research institutes based on work plan and programs approved by SIC ICWC.

2.2. Branches are legal entities, have their seal, settlement account and independent balance, and bear administrative responsibility to SIC for implementing work plan approved by SIC.

2.3. Branches ensure provision of SIC with all necessary information, timely implementation of plans, and timely and proper execution of cost estimate.

2.4. Activities of Branches are financed by ministries or committees for land reclamation and water resources. Staff for Branches is confirmed by SIC in agreement with ministries of water resources of the states.

2.5. All privileges and benefits for staff of SIC apply to staff of Branches.

2.6. Upon completion of calendar year, Branches report to SIC and ministries of water resources on work completion and cost estimate execution.

2.7. Branches are given a right to free use of reference information collection of SIC.



III. Management

3.1. Management of Branches is performed by SIC.

3.2. Director of Branch performs general management, has management personnel.

3.3. Director of Branch is responsible for fulfilling tasks assigned by SIC.



IV. Assets

4.1. Assets acquired using funds of SIC are its property and in case of closing of Branch they are returned to SIC.



V. Accounting, reporting and control

5.1. SIC exercises operational control over accounting, veracity of reports and balances of Branches.



VI. Termination

6.1. Branches terminate their operation by decision of SIC. Termination is carried out in accordance with procedure established by legislation.
