The 10th ICWC meeting

Agenda

1. On the work done by the management of BWO "Amudarya" and BWO "Syrdarya" on developing the activities of basin water associations in the field of improving the technical state of constructions, personnel structure and financial state (responsible: BWO "Amudarya" and BWO "Syrdarya").

2. On clarification of water resources use and Amudarya and Syrdarya reservoirs cascade operation mode (responsible: BWO "Amudarya" and BWO "Syrdarya").

3. On the result of water resources use in the vegetation period of 1994 (responsible: BWO "Amudarya" and BWO "Syrdarya").

4. Considering the proposal of ESCAP on opening its agency in Central Asia and preparing the issue on that for discussing at the meeting of Interstate Council on the Aral Sea basin problems (responsible: SIC ICWC, ICWC members).

The 9th ICWC meeting

4. On entry of ICWC organizations into the International Commission on Irrigation and Drainage (ICID).

The 8th ICWC meeting

1. On measures for implementation of "The program for concrete actions on improving ecological situation in the Aral Sea basin for the future 3-5 years in view of socio-economic development in the region", approved by the heads of Central Asian states in Nukus on 11 January 1994 (information of V.A. Dukhovny, Director General of SPA SANIIRI).

2. Syrdarya and Amudarya rivers operation in accordance with the updated water availability forecast for 1994 (information of O.V. Londarev, Head of BWO "Amudarya", and M.K.Khamidov, Head of BWO "Syrdarya").

The 7th ICWC meeting

Agenda

1. On the course of implementing the decisions, made by ICWC in 1993 (information of BWO "Amudarya", BWO "Syrdarya", SPA SANIIRI, ICWC member countries).

2. Adjusting the limits of water intake from Amudarya and Syrdarya rivers and water supply to the Aral Sea and its coastal zone in the years 1993-1994 (information of BWO "Amudarya" and BWO "Syrdarya").

3. Share-holding financing of BWO "Amudarya" and BWO "Syrdarya" costs in 1994 (information of BWO "Amudarya" and BWO "Syrdarya").

4. On plan of works on reconstructing the interstate Daryalykskiy and Ozerny collectors in 1994 and share holding of Uzbekistan and Turkmenistan in financing and fulfilling works (information of the Ministry of Water Resources of Turkmenistan and Uzbekistan).

5. On confirming the candidates for permanently acting ICWC working body (Secretariat) members.

The 6th ICWC meeting

1. Considering Toktogul reservoir operation mode for 1993/1994 autumn-winter period and the limits of water intake from Amudarya and Syrdarya rivers in 1993-1994.

2. Considering the provision on the ICWC Scientific-Information Center and its plan of works.

3. On the ICWC activities improving measures for intensifying implementation of Agreement.

4. On preparation of ICWC proposals for the governments of Central Asian states on establishing privileged cooperation in deliveries and actions between water organizations of the countries to provide water and reclamation activities.

1. On reconstructing the interstate Ozerny and Daryalykskiy collectors in the years 1993-1995.

2. On stopping drainage water release from the territory of Kashkadarya oblast through Yuzhny collector to the territory of Lebap velayat, and avoiding flowing of drainage waters from the right bank lands of the Republic of Uzbekistan to the territory of Turkmenistan in the future.

3. On transferring the operation of Tuyamuyun waterwork with reservoir to the administration of BWO "Amudarya".

4. On construction of state cotton-growing farm on the Samsonovskiy plateau for Lebap velayat, Turkmenistan, by the forces and means of the Republic of Uzbekistan in the order of compensating the lands, allocated for construction of Karshi main canal.

5. On participation of the Ministry of Water Resources of Uzbekistan in construction of Levoberezhny collector on the territory of Turkmenistan.

6. On the ICWC activities improving measures for intensifying implementation of Agreement.

7. On preparation of ICWC proposals for the governments of Central Asian states on establishing privileged cooperation in deliveries and works between water organization of the countries for providing water and reclamation activities.

8. On forming a permanently acting ICWC working body.

9. On the agreed proposals of ICWC on the list of interstate water-related problems for presenting to such international organizations as the World Bank, UNEP, EEC, UNDP and so on.

10. On carrying out channel regulation activities on Amudarya and Syrdarya rivers.

11. On transferring the structures, located on the territory of Tajikistan, from the balance of BWO "Amudarya" to the balance of the Ministry of Reclamation and Water Resources of this country.

The 4th ICWC meeting

1. The provision on ICWC, revised by BWO "Syrdarya" in accordance with the comments at the ICWC meeting in Bishkek on 14 August 1992.

2. Proposals on the use of return waters in Syrdarya river basin.

3. Reference data for the main concept of Syrdarya river water resources integrated use developments, taking into account the formed water situation.

4. Plan of water resources use and Syrdarya river basin reservoirs operation mode for 1993.

5. Plan of water resources use and Amudarya river basin reservoirs operation mode for 1993.

6. Financing operational costs and capital building of BWO "Amudarya" and BWO "Syrdarya" in 1993 and improving practical efficacy of these bodies in preparing ICWC meeting.

3. On allocating an additional 0.45 cub. km of water from Syrdarya river to the Ministry of Reclamation and Water Resources of Tajikistan.

4. On draft interstate agreement on Amudarya and Syrdarya river water resources use and operation of the objects on them.

5. On reconstruction and operation of interstate Daryalykskiy and Ozerny collectors in Dashauz oblast, Turkmenistan.

6. On fixed assets and property of BWO "Amudarya" and BWO "Syrdarya".

7. On cooperation in the field of manufacturing building materials and products, firstly, pumping equipment for subsurface and horizontal pumps, and polymer pipes.

8. On share holding of the states in financing and controlling operation of state-owned hydraulic objects.

9. On proposal of BWO "Amudarya" on operation of irrigation objects, giving a bonus to managers at BWO "Amudarya" and BWO "Syrdarya".

The 2nd ICWC meeting

Agenda

1. The personnel issues. Approving O.V. Londarev in the position of BWO "Amudarya" Head and M.K.Khamidov — BWO "Syrdarya" Head.

2. The provision on the Interstate Coordination Water Commission.

3. The statutes of Basin Water Associations "Amudarya" and "Syrdarya", financial and logistical provision of these organizations functioning.

4. Adjusting the limits of the countries' water intake from Amudarya and Syrdarya rivers and water supply to the Aral Sea and river deltas for 1992.

The 1st ICWC meeting

18 February 1992, Alma-Ata, Kazakhstan

Agenda

1. Establishing the limits of water intake from the Syrdarya and Amudarya river channels for the vegetation period in 1992 and the volumes of supply to the Aral Sea and river.

2. BWO "Amudarya" and BWO "Syrdarya" should ensure that the established water intake limits are followed, and present correction of limits, based on the amended river water availability forecast of by 1 April 1992, for consideration at the next ICWC meeting.

3. The main functions of BWO "Amudarya" and "Syrdarya" should be as follow:

3.1. Observation and control over fulfilling the operation mode of hydraulic structures and systems in accordance with the limits of water intake from interstate sources, established by ICWC.

3.2. Preparation of working documents and materials on the respective basins for the ICWC meetings.

3.3. Maintenance and current repair of structures and systems.

4. To approve share holding of the countries' water organizations in financing operational costs of BWO "Amudarya" and BWO "Syrdarya" in 1992 (not accepted).

5. BWO "Amudarya" and BWO "Syrdarya" should submit the cost estimates for the implementation of functional duties for consideration at the next ICWC meeting in accordance with the point 3 of the present minutes for 1992.

6. Water organizations, being the ICWC members, should finance operational costs of BWO "Amudarya" and BWO "Syrdarya" for the 1st quarter of the current year within financing amount of 1991 level with the account of price indexing.

7. To allow BWO "Amudarya" and BWO "Syrdarya" within the established total water intake limits of the countries to increase or decrease the costs of separate water intakes to 10%.

8. To appoint Oleg Vladimirovich Londarev, Head of Amudarya downstream reaches administration, as a head of BWO "Amudarya" and to consider that the continuation of the functional duties of the current BWO "Syrdarya" Head Makhmud Khamidovich Khamidov by himself is expedient. To select the candidate for the position of Head of Amudarya Lower Reaches Administration instead of O.V. Londarev in two weeks in agreement with water organizations of Turkmenistan and the Republic of Uzbekistan. O.V. Londarev and M.K. Khamidov should submit for consideration the provision on BWO at the next ICWC meeting.

9. To consider at the next ICWC meeting the issues of balance and territorial belonging of separate structures and systems, located on interstate sources, as well as the order of their operation and financing sources.

10. Water organizations, being the ICWC members, should prepare in 1992 the proposal for consideration by the national governments the issue that the designed reservoirs operation mode and the limits of water resources use, established by ICWC, are obligatory for all the ministries and agencies, and submit for consideration the provision on ICWC at the next meting.

11. To hold the next ICWC meeting in the end of March 1992 in Ashkhabad.
